CmdLine presents a dialog box with an edit box in which the user may type
command line parameters for the program entered on the command line of
CmdLine.
This is similar to a feature originally provided by Windows 95 whereby a
shortcut could contain a single question mark on the command line which
would cause a dialog box to open for the user to enter a command line. This
feature is not supported in some newer versions of Windows. CmdLine may
be used in those newer Windows versions to regain this feature.
