StartHTL is a program launcher which uses simple text files to contain
the command line, start directory, and ShowWindow mode. It may to used
to start programs much like a LNK file in Windows 95, but with the
advantage that all ShowWindow modes are available (like SW_HIDE).
StartHTL may be used to launch local programs from HTML Web Pages.
